Download Dreamscene, extract it. Then select Enable Dreamscene , after that your explorer will be restarted and the Dreamscene will be enabled. I've find for any video that showing static background with music, and no result.

Please make sure your desktop resolution is the same resolution with the Wallpaper, because Dreamscene cannot be personalized stretch, tile ,fit ,center.
